Google doesn't cut titles and descriptions off at a set number of characters. It cuts them by how wide they are on screen. A title full of wide letters like W and M runs out of room sooner than one full of narrow ones. The preview measures your text at Google's font sizes and shows exactly where it would be cut, so you can make sure the words that matter come first.
